De VS: Rijp voor de Psychiater

Het Trumpetgeschal van de andere kant van de Atlantische Oceaan is gebaseerd op waandenkbeelden en illusionaire vervalsingen. Bij wanen ziet iemand precies hetzelfde als alle anderen, maar verbindt er conclusies aan die niet overeen komen met de werkelijkheid.

De waanzinnige denkt dat iedereen gek is behalve hij- of zijzelf. Het helpt niet de zot met logisch redeneren op andere gedachten te brengen. De ijlhoofdige is achterdochtig en denkt dat mensen hem of haar kwaad willen doen. De krankzinnige neemt iets waar, maar ziet het voor iets anders aan. Hij/zij lijdt aan illusionaire vervalsing, het verkeerd interpreteren van een reële waarneming. Mensen met dergelijke ernstige psychologische problemen worden doorverwezen naar een neuroloog of psychiater, natiestaten niet.

Gevaarlijk wordt het wanneer een natiestaat wordt geleid door zo iemand die in z’n eigen wereld leeft. Na een langere periode met psychotische problemen, zoals wanen en verwardheid, kan namelijk makkelijk een psychose ontstaan. De verdwaasde verliest alle contact met de werkelijkheid en paranoia doet zijn entree. Dictators als Adolf Hitler, Joseph Stalin en tal van andere machthebbers leden aan deze ziekte.

Alle alarmbellen moeten afgaan wanneer een natiestaat vrijwillig het hoofd in de strop steekt, zoals in Hitler-Duitsland gebeurde en we nu zien in Trump-Amerika. Met de verkiezingen in aantocht in Frankrijk, Duitsland en Nederland en Le Pen, Petry en Wilders hoog in de peilingen, is het aan ons allen om de democratie te beschermen en ons niet te laten leiden door waandenkbeelden of puberaal tegen stemmen.

We zijn bang voor terroristische aanslagen, voor werkloosheid, voor armoede, voor de islam, voor alles wat vreemd is, of vreemd doet. We voelen ons belogen en bestolen door de ‘elite’, die we als eerste afstraffen door Niet of Tegen te stemmen.

Dolgedraaide figuren zoals Le Pen, Wilders en Trump spelen daar handig op in: ze sluiten grenzen, bouwen muren, elimineren tegenstanders, muilkorven de pers en doen valse beloften. Donald Trump beknot de Amerikanen zelfs openlijk en vol trots. Hij discrimineert schaamteloos. Dagelijks tekent hij decreten die de vrijheid van iedere burger aantasten. Diezelfde burger heeft afgelopen november massaal en democratisch gekozen voor deze dictatuur van het financieel kapitaal.

Het tegenwicht zou moeten komen van Europa, dat nog kort geleden les heeft gehad van meedogenloze slagers als Adolf Hitler (Duitsland 1934-1945), Francisco Franco (Spanje, 1936-1975), Benito Mussolini (Italië, 1926-1943) en Joseph Stalin (USSR, 1924-1953)[1]. Wij hebben ondervonden waar irreële angst toe leidt.

De feiten spreken de populisten tegen:

De economie van de Europese Unie is, met een bruto binnenlands product van 14.693 miljard euro in 2015, groter dan die van de VS.

De EU is goed voor zo’n 20% van de wereldhandel, dus van alle in- en uitvoer wereldwijd.

Ongeveer 62% van de totale EU-handel is handel tussen EU-landen onderling, hetgeen van de EU een relatief gesloten economie maakt, waarvoor andere economische wetten gelden dan voor een relatief open economie.

Zo leidt een economische impuls – bijvoorbeeld in de vorm van investeringen in infrastructuur, zorg, onderzoek, onderwijs en cultuur – steevast tot extra inkomen, meer binnenlandse vraag, productie en werkgelegenheid in het ‘binnenland’.

Dat geeft de EU veel meer mogelijkheden om een eigen beleid vorm te geven, dat – in tegenstelling tot de VS van Trump – wél de vruchten plukt van migratie (extra handen en tanden) diversiteit, empathie, vrede en geluk.

We hebben alle mogelijkheden voorhanden om een samenleving te creëren die het niet moet hebben van hebzucht en financieel kapitaal, maar die waarde toevoegt.

Door te investeren in fysiek-, natuurlijk-, menselijk- en sociaal kapitaal. Kortom: instituties die een verzorgingsstaat en een rechtstaat schragen en die niet omvallen bij een beetje economische of politieke tegenwind.

Dus: ga stemmen! Gebruik je democratisch recht om de democratie te beschermen. Stem met hoofd en hart, niet met je onderbuik.

Needed: Radical Change for Peace!

Humanity is in a battle against barbarism.

A Joint Effort Society [1], as we like to call it, is based on peace, equality and participation. To prevent barbarism from taking over, Eleanor Roosevelt and others wrote the Universal Declaration of Human Rights [2] in 1948. We installed courts to judge crimes against humanity. Robert Schuman and Jean Monet brought their idea of a united Europe to the world[3]. One of the main concepts underpinning the European Union is, as in the French national slogan: brotherhood. The concept Brotherhood bridges differences between people leaving room for variation.
‘The European Union is a good example of cooperation rooted in a simple insight: countries are better off when they work together than when at war with each other. Large areas of Europe previously have been brought under one banner by empires built on force, such as the Roman Empire and Nazi Germany. Julius Caesar, Napoleon, Bismarck and Hitler were Lords of War, not of Consultation. The result: destruction.’[4] The EU has proven until today – although there have been many disagreements – that it is a machine for Peace. Such has been the case for more then sixty years.

Looking at it from this perspective, Kurdistan can become a strong symbol of peace, right at the heart of the Middle East. What if, instead of the romantic notion of an independent state, turning back the pages of history 2600 years to days of the Median Empire – ‘When things were good for the Kurds’ – what if the Kurdish people started a peace offensive never seen before in that part of the world. They connect Syria, Iraq, Iran, Turkey and Armenia. They are looked upon as prospect friends by Israël. They can bridge adversaries and can do so in a peaceful manner, by trade, by improving economic conditions and by rebuilding society. The same way Germany and France were reconciled in the ECSC after WWII.

Many will react to such an idea as crazy. But, try to imagine what is possible. Search for opportunities. There have been more crazy ideas that changed the world for the better.

Kurdish communists
Last Saturday, Valentines’ day, we attended a meeting of the Communist Komalah party of Kurdistan in Rotterdam, the Netherlands. It was the celebration of the 38th anniversary, somebody told us. The square room was filled with tables that had bananas, tangerines and baklava on them. Red drapes and portraits of Marx and Engels hung at the walls. Men and women, children, were listening to speeches we didn’t understand a word of, lacking the Kurdish tongue as we do. We were there in the company of a friend, a former member of this party who had to flee his home country some twenty years ago. Our friend is no longer a communist. He came to greet his old companion, one of the present leaders of Komalah, Hassan Rahman Panah. They hadn’t seen each other these twenty years our friend lived in exile.

The atmosphere was friendly, although some peshmerga were present wearing uniforms. After the speeches there was music. The community rose to their feet and performed traditional line-dances with clicking cloth and waving shawls. It all looked quite innocent and somewhat out-dated.

The empire strikes back
That is when we saw them. A group of bikers, some covered with tattoos, was standing at the entrance. They wore black sleeveless jackets. The back pictured a skull and white letters saying: Median Empire, Germany[5].

Our first association was with extreme right motor clubs.‘Who are they? What are they doing here?’ As it turned out the majority of these young men were second generation Kurds. They were the children of former communists and peshmerga who fled the country after the Khomeiny regime hit hard on them, killing 3000 people. In their early childhood Papa and Mama both carried around a gun or an automatic weapon in one hand, a radio in the other, as to follow the enemies’ movements. Brought up in a militant dissident environment they followed their parents’ footsteps in the struggle for an independent Kurdistan. When ISIL attacked Kurdish towns, of which Kobani may be the best known, and killed women and children, destructed homes and schools, the bikers here present went to the mother country to defend the innocent. They were heroes to the men and women in the room. Still we felt a chill going down the spine.

Weapons everywhere
Looking at the map of Northern Iraq you can find several compounds of Iranian dissidents, like the small Komalah party. Saddam Hussein gave them refuge against the Ayatollahs, who were also his enemies. They are set up in camps with training facilities and weapons to defend themselves. Saddam has gone, but Iran is still in the ban of the Mullahs. Next to this in the same region ISIL has grown fast into the worlds’ most cruel terrorist group.
All parties attract youngsters to fight for some ideology that claims to be The Truth. Everybody is armed. The world’s gone berserk.

21 Egyptians beheaded
One day after the meeting of the Kurdish communist party, on Sunday February 15 2015, ISIL released a video showing 21 men in orange jumpsuits walking a death row on a beach in Libya. They were led by an equal number of black masked terrorists. The men in orange had to kneel, while one of the terrorists, dressed different from the others, addressed the camera in North American-accented English. ‘All crusaders: safety for you will be only wishes, especially if you are fighting us all together. Therefore we will fight you all together,’ he stated. ‘The sea you have hidden Sheikh Osama bin Laden’s body in, we swear to Allah, we will mix it with your blood.’ The prisoners – all Egyptian but one – were forced to lie face down. Twenty-one knives, at the look of it not even sharp knives, pointed at the throats of the innocent. No one uttered a word. There must have been some sort of a sign. All twenty-one prisoners were beheaded simultaneously. The last expression of angst, courage or resignation, froze on their faces. The killers put the heads of the men on the shoulders of their lifeless body. Then the jihadist speaker pointed his knife northward and said: ‘We will conquer Rome, by Allah’s permission.’ The sea coloured red, mourning these innocent victims of hatred.

In the meantime, in north-west Copenhagen, among the quiet, graffiti-tagged streets of red-brick blocks and low-rise social housing bordering the multi-ethnic Nørrebro district[6], the police continued to cordon off roads and searched a flat near the spot where officers killed a twenty-two year old believed to be behind Denmark’s bloodiest attacks in over a decade. Two people were killed and several injured at a cultural centre and synagogue in an outrage that has left the whole country in fear and mourning.

Franchisers in death
Up to now ISIL was characterized by keeping its’ atrocious actions inside the Iraqi and Syrian borders. Their alleged aim is to found the fourth Caliphate. The ones who suffered the most are people from the Muslim community. Now ISIL stepped up to Libya and threatened to march to Rome. It affiliated with Al Qaeda by revenging the death of Osama Bin Laden. But weren’t these groups at odds with each other? Both claiming The Truth? Are Allah’s franchisers in death cuddling up to each other? Next to ISIL different terrorist groups fighting a religious war that holds nothing religious nor human are: Boko Haram in Nigeria, Al Qaeda in the Arabian Peninsula (Yemen), Al Qaeda in the Islamic Maghreb, Al Shabaab (Somalia), Al Qaeda Afghanistan & Pakistan, Jamaah Islamiyah (Indonesia).

Apart from these organized death squads there are the so-called lone wolfs. They are inspired by the terrorists and come up with their own attacks on innocent victims, such as is presumed to have been the case in Denmark, and as we saw in the Charlie Hebdo assault. Even Europe is no longer a safe haven. What the hell is going on?

Gee! You exist ?!?
Severe inequality, exclusion and discrimination led to uprisings in French suburbs during the early eighties. Second generation migrants claimed their rights as French citizens. All of a sudden France realized it wasn’t a homogeneous society anymore[7]. There were these kids, grown up in Marianne’s lap, who felt outsiders, were jobless and hopeless. One of the voices was a musical one, the group Carte de Séjour with lead singer Rachid Taha was among the Rock dissidents. They sang about their existence between two cultures, belonging to neither.

Not only in France, in the whole of Europe, the population had changed, seemingly at a blink. This also led to the rise of extreme rightwing political parties, who fed the fear. Now they are proven right? Or, have the Europeans created their own monster by excluding large parts of the population from equal participation in society?

Us against Them
The current generation of politicians is polarizing and adding up the fear. The Danish prime minister, Mrs. Helle Thorning-Schmidt acknowledged ‘We are not in the middle of a battle between Islam and the west’, but the battle is against those with a ‘dark ideology’[8]. Immediately after the attack she said the Jewish community is a strong part of Denmark, and that ‘we will do everything we can to protect the Jewish community in our country’[9] . This was probably an answer to the call of Benjamin Netanyahu from Israël, who invited Jews from all over the world to come ‘home’, that is, migrate to the state of Israël, for protection, thus fuelling polarization.

It is about us against them. It is all about exclusion leaving room for extremist ideologies of both sides to lure the excluded, the adventurous and those attracted by a false romantic notion of war and heroism. How do you think the Muslim community of Denmark feels right now? In many places innocent Muslims are blamed for the atrocities of extremists. It is generally expected of them to apologize for attacks they have nothing to do with. They are pressed to disassociate themselves from shoot-outs and murder. What are we thinking? How can one disassociate one-self from something that one was never associated with? Why do we believe ordinary men and women, our neighbours and colleagues, with an Islamic background have anything whatsoever to do with terrorist attacks? Because they themselves, or their parents or grandparents have been born in an Arab country? Because they are or look like worshippers of Allah? This is a severe blow back on freedom of religion as well as a jump shot for discrimination: judging a person by the looks.

Then what should we do?
We need a radical change for peace! And we have the proof it is possible. Peace was the goal of the EU from the beginning. Sworn enemies have united through mutual interests, starting with economic interests, and none of the EU members has fought one of the others since membership.
Today, humanity has to stop barbarians like ISIL. We can only do this together by standing next to each other, trusting on humanity and searching for what we have in common instead of looking for what divides us.

Humanity today has one common enemy: those who kill innocent people at point blanc, like ISIL is doing. We can unite on putting ISIL and affiliates to a halt. We can stop them in various manners, not in the least by getting to know our neighbour, who may have a different background, worship another God, or no God at all, or who lives according to other cultural standards. Curiosity is an important quality nowadays. We need to be curious after one another and nurse an empathic attitude that roots from the concept brotherhood.

Now, more then ever, we will have to use our fantasy, creativity, energy and will power to steer the whole globe into a sustainable direction. This will not be easy. Systems, especially systems fed on fear, are hard to change. Intervening requires curiosity, sensitivity, agility and flexibility, but above all awareness. Today the overall convenient action is not to fight and divide, but work together and unite. Cooperation leads to different paradigms on sharing and accumulating learning. It leads to different paradigms on possession and on power. Which is exactly what the world needs now: Power for humanity. So everybody is able to live the life she or he has reason to value[10], safe and in peace.

Post script: We did not link to the atrocious video of the killing of 21 innocent men by ISIL for the obvious reason that such footage does not support peace and freedom in any sense.

Europa loopt leeg

Europa in de rode cijfers: jongeren vertrekken en immigranten blijven weg. De weerslag van verkeerde angst. Van DeWereldMorgen.be, bloggen bij de buren.

De economische crises die sinds 2008 huishouden in de rijke landen blijken een neveneffect te hebben dat niet in de bijsluiter stond: Europa loopt leeg.

AlJazeera rapporteerde half augustus 2013 over Spanjaarden en Portugezen die massaal het Europese continent verlaten, naar voormalige kolonies, zoals Brazilië, Argentinië, Angola en Mozambique. In tegenstelling tot hoe Europa migranten bejegent, worden de Spanjaarden met open armen ontvangen in Buenos Aires. Een geldig paspoort en een bewijs van goed gedrag geven toegang tot het land, gezondheidszorg en onderwijs, zelfs als de Europese migranten geen werk hebben. Aldus AlJazeera.

Portugezen neigen uit de aard van hun taal meer naar Brazilië, dat evenals Argentinië een opkomende economie is. En, naar Mozambique en Angola. Voor de poorten van de ambassades in Lissabon staan lange rijen met economische vluchtelingen, van Europa naar Afrika, om verblijf aan te vragen. Talloze anderen gaan met een toeristen visum. Ze werken zwarte baantjes en verlaten af en toe het land om weer met een nieuw toeristenvisum binnen te komen. Mozambique heeft de grenscontroles versterkt om illegale Europeanen de pas af te snijden.

Frank Laczko van het IOM (Internationale Organisatie voor Migratie) presenteerde afgelopen in juni opmerkelijke cijfers op de Europese Migratie Netwerk Conferentie in Dublin, onder de titel Noord/Zuid migratie. Noord in termen van het IOM bevat landen zoals Noord-Amerika, Europa, Nieuw Zeeland, Japan en Australië, maar kan ook gedefinieerd worden op basis van bruto nationaal product en dan is de lijst aanzienlijk langer. In het laatste geval horen het Midden-Oosten, delen van Azië en van Latijns Amerika ook bij het Noorden.

In 2010 leefden tussen de 7 en 13 miljoen migranten uit het Noorden in het Zuiden. Een nogal brede marge. Belangrijker is dat de trend een stijgende lijn vertoont: een groeiend aantal economische vluchtelingen reist de tegengestelde richting op dan pakweg 10 jaar geleden.

Brazilië: Toename migranten van 87% in 10 jaar. Toename werkvergunningen aan migranten 70% tussen 2008 en 2012

China: Stijging aantal migranten 35% in 10 jaar

Angola: Bijna 24.000 Portugezen emigreerden naar Angola in 2009

Het IOM heeft andere cijfers over Mozambique dan Al Jazeera:9.224 Portugezen staan geregistreerd in Mozambique in 2012, tegenover 6.211 in 2008. Al Jazeera spreekt van 17.000 legale economische vluchtelingen.

Veel migranten, vooral richting Brazilië, blijken terugkeerders. De migratie tussen rijke landen (Noord – Noord) is bovendien stevig toegenomen. Grieken zoeken hun heil nu vooral in Australië. Al met al loopt vooral Europa leeg.

107.000 Europeanen (waaronder ook Nederland als belangrijk bronland genoemd wordt) vertrokken in 2008 en 2009 naar Latijns Amerika. Bijna 84.000 Spanjaarden migreerden naar Afrika in 2011. Het aantal Ieren dat zich in Afrika vestigde, is verdubbeld in 2009. De Ieren trokken vooral naar Nigeria. Er leven 62% meer Ieren in Lagos en contreien dan voor de crisis. En naar Zuid Afrika, een toename van 73%.

Niet alleen de mensen, ook het geld gaat de andere kant op. De afdracht van pecunia ziet er als volgt uit:

  • Portugal: €2.42 miljard ontvangen in 2012
  • Spanje: €5.9 miljard naar huis gestuurd in 2012
  • Ierland: €570 miljoen

Dat lijkt positief voor de thuislanden. Er komt wat lucht op de arbeidsmarkt en de kas wordt gespekt, zou je denken.

Maar, er is sprake van ‘brain-drain’, opgeleide jongeren verlaten hun land van herkomst. Het IOM spreekt zelfs over een ‘lost generation’. Ook verminderen de belastinginkomsten van het land van oorsprong, én de vergrijzing slaat nog harder toe. Het zijn vooral jonge, opgeleide mannen die hun toekomst elders opbouwen. Bovendien stagneert de immigratie, ‘onze’ jongens worden niet vervangen door ‘andere’ jongens. Die blijven in toenemende mate weg uit het wankelende fort Europa.

Wanneer we hier het toelatingsbeleid van Europese regeringen naast zetten, kunnen we ons met recht afvragen, wie er nu gek is.

Onze overheden wijzen migranten bij voorkeur de deur. Ze sluiten hen op in detentiecentra, houden buitenlanders zoveel mogelijk buiten de samenleving in afgelegen asielcentra. Een migrant boven de 18 krijgt geen onderwijs en nauwelijks gezondheidzorg, Met andere woorden Europese regeringen voeren een ontmoedigend Niet-Tenzij beleid. En zo gaan we nog sneller naar de knoppen.

Overigens zijn deze regeringen door ons aangesteld, wij hebben op hen gestemd en blijven schaapachtig achter populisten die de dommigheid hebben vertaald naar one-liners, aanlopen. Als je dan toch verkiest om bang te zijn, kies dan de juiste angst.

Geloof in Europa

Godsdiensten bewijzen keer op keer hun onvermogen om vrede te stichten. Gelukkig zijn er wereldse alternatieven. De grootste vredesmachine ter aarde is de Europese Unie.

De blasfemiewet in Pakistan, onderdeel van het strafrecht en flink aangescherpt door dictator Zia in 1982, heeft een groot aantal slachtoffers geëist waaronder proportioneel veel Christenen. De discussie over deze wet begeeft zich voornamelijk tussen religieuzen en pro- en contra-Islam.

De arrestatie van het jonge meisje Rimsha Masih dat pagina’s uit de Koran zou hebben verbrand, leidde in en buiten Pakistan tot veel rumoer. In Nederland waren het aanvankelijk Christenen en extreem rechtse web- en nieuwssites die zich in de discussie mengden. Ieder met hun eigen agenda, prekend voor eigen parochie. Ze kwamen veelal niet verder dan hun eigen denkraam. Extreem rechts greep de kans om nog eens aan te tonen dat de grenzen potdicht moeten blijven voor migranten, met name voor migranten uit de Moslimgemeenschap. De Christelijken kozen ervoor om het op te nemen voor onderdrukte geloofsgenoten.

Beide richtingen gaan voorbij aan het wezenlijke: ieder mens hoort vrij te zijn, ongeacht geloof, afkomst, sekse en alle andere eigenschappen die mensen tot een divers soort maken en ieder mens heeft het recht om in vrede een productief leven te leiden.

Religieuze disputen worden al sinds jaar en dag ingezet voor andere doeleinden, materieel gewin en zelfs moord en oorlog. Pik en pook tussen Joden, Christenen en Moslims die nota bene alle drie dezelfde wortels hebben. Terug naar Abraham of zo u wil, Ibrahim. Eerst was er de Thora, toen de Bijbel en daarna de Koran. Ze hebben veel met elkaar gemeen, deze drie boeken en deze drie godsdiensten. Om te beginnen het monotheïsme – één god. Daarnaast geven ze richtlijnen om samen te leven in een gemeenschap, te zorgen voor de zwakkeren en niet in de laatste plaats hygiënische voorschriften, zoals handen wassen voor het eten. Dat laatste is niet zozeer om God te eren, maar om ziektes en epidemieën te voorkomen.

Alle drie gaan ze uit van een alwetende almogende God. Die heeft dus geen bescherming nodig van de mens.

Blasfemiewetten zijn van alle tijden en alle plaatsen. Ook in Nederland is godslastering verboden. In Ierland is in 2009 een wetsverandering geweest, die blasfemie zwaarder bestraft dan voorheen. Dergelijke wetten worden voornamelijk verdedigd met het argument diepe belediging (en discriminatie) van gelovigen te voorkomen. God heeft er weinig mee te maken.

De Pakistaanse blasfemiewet leidt tot excessen die onschuldige mensen levenslang in de gevangenis doen belanden. Asia Bibi, moeder van vijf kinderen, analfabeet, Christelijk, uit een kleine Pakistaanse gemeenschap, is daar een voorbeeld van. Ze zit al ruim drie jaar vast en is veroordeeld tot dood door ophanging. Een extremistische Mullah heeft een prijs van zo’n € 4.500,- op haar hoofd toegevoegd aan het gerechtelijke vonnis.  Zo ook de eerder genoemde Rimsha, die het afgelopen weekend op borgtocht vrij is gelaten en met een militaire helikopter naar een geheime schuilplaats is gebracht.

De advocaat van Asia Bibi is gevlucht. De (Moslim) gouverneur van Punjab, Salman Taseer is door zijn eigen lijfwacht vermoord omdat hij het publiekelijk opnam voor Asia Bibi. Minister van minderheden Shahbaz Bhatti heeft eveneens met zijn leven moeten bekopen dat hij Asia’s vrijheid bepleitte en pogingen deed om de blasfemiewet van Pakistan te veranderen.

Dit zijn slechts een paar voorbeelden van uitwassen. Ze zijn terug te voeren op twee oorzaken: macht en geld. Invloedrijke Moslim leiders willen hun macht behouden en kunnen dat middels de krachtige wet. Ze bepleiten nu een minimale verandering: iemand die een ander vals beschuldigt van blasfemie, wordt zelf onder dezelfde wet gevonnist. Daarmee komen we op het geld. De godslastering wet wordt veelal ingezet bij burenruzies en ordinair landjepik. Met name minderheden hebben terecht angst voor represailles wanneer een hunner aangeklaagd wordt voor blasfemie. Een ideale methode wanneer je een groep mensen verplaatst wil hebben en hun huizen in wilt pikken. Dit is ondermeer gebeurd in Gojra drie jaar geleden.

Er gaan verhalen dat dit eveneens het motief was achter de beschuldiging van Rimsha. De lokale imam ergerde zich al langer aan het Christelijke deel van de sloppenwijk waar Rimsha woonde. Die 200 à 300 mensen zijn na de rellen die vooraf gingen aan de arrestatie van het meisje, massaal gevlucht. Deze imam zit nu zelf vast, omdat hij valse bewijzen zou hebben gefabriceerd. De vraag is natuurlijk of dat inderdaad zo is. Er zijn teveel belangen gemengd.

Kortom: de blasfemie wet in Pakistan leidt tot meer ellende dan welke God ook zou fiatteren en wordt aangegrepen door concurrerende religies en extremistische groeperingen om verder te polariseren.

Dit terwijl zelfs ongelovigen geneigd zijn te denken dat God synoniem is voor vrede.

Wie zonder zonde is, werpe de eerste steen. Godsdiensten bewijzen steeds weer dat vrede tussen hen een haast onmogelijke zaak is. We zullen ons moeten richten op meer wereldse benaderingen om in vrede te kunnen leven. Gelukkig zijn die er.

Een van de meest overstijgende en succesvolle vredesinitiatieven is de Europese Unie. Opgericht om aartsvijanden Frankrijk en Duitsland met elkaar te verzoenen, begon de EU – toen Europese Gemeenschap voor Kolen en Staal – als een economisch verdrag. De eerste deelnemers: Frankrijk, Duitsland, Italië, Nederland, België en Luxemburg. Dat was in 1951, na WOII. De basisgedachte achter de EGKS was dat economische interdependentie en eerlijke verdeling van de welvaart nieuwe oorlogen zouden voorkomen. Die gedachte bleek te kloppen. Nu 61 jaar later is de EGKS verworden tot de EU. De lidstaten van deze Unie leven allen sinds hun toetreding in vrede.

De grootste vredesmachine ter wereld werkt langzaam maar gestaag haar basisprincipes uit. Die basisprincipes zijn geënt op de Rechten van de Mens en het voorkomen van oorlog. Daarom is de EU niet noodzakelijkerwijs beperkt tot het continent Europa. En daarom ook, wordt gestreefd naar het opheffen en voorkomen van grote inkomensongelijkheid. Want waar armoede is, ontstaat een voedingsbodem voor corruptie en oorlog.

Nederland gaat woensdag naar de stembus. Sommige politici achten het opportuun om met one-liners het doordachte vredesbeleid te katapulteren. Dat is dom en gevaarlijk.

Het druist bovendien in tegen het Nederlandse eigen belang. Behalve dat dit kleine land veel inkomsten (direct en indirect) ontvangt van de EU, zijn we ook nog eens fier op onze geschiedenis als ‘handelsnatie’. En wie wil nu zaken doen met een bekrompen intolerant burgermannetje?

Waar de Verenigde Staten van Amerika zichzelf profileren als wereldleider op vrijwel elk terrein, daar werkt Europa met vallen en opstaan aan de concretisering en verwezenlijking van een droom, de Europese Droom dat er nooit meer oorlog en geweld zal zijn in een uitdijende ruimte van inmiddels 27 landen, simpelweg omdat er geen reden meer is voor individuen en natiestaten om zich met geweld toe te eigenen wat men vrijwillig niet bekomt. Verschillen in welvaart, welzijn en ontwikkelingskansen zijn belangrijke bronnen voor onvrede en uitzichtloosheid, voor haat, nijd en gewelddadigheid. Door welvaart, welzijn en ontwikkelingskansen te geven aan de achterblijvende regio’s, wijken en buurten van de Europese Unie, krijgen de have nots daar ineens weer perspectief, zonder dat dit ten koste gaat van de haves in Nederland, Duitsland en bij andere donateurs. Wat zij ogenschijnlijk weggeven komt via diverse kanalen namelijk ook weer terug. Ten eerste hebben ook de relatief welvarende lidstaten probleemregio’s die in aanmerking komen voor Europese steun. Hoe groter de bijdrage van een lidstaat aan de structuurfondsen, hoe omvangrijker de steun die toebedeeld wordt aan de relatief zwakke regio’s in de betreffende lidstaat. Die steun is geen weggegooid geld. De have nots besteden het geld dat ze vanuit Brussel krijgen en het  geld dat ze – mede dank zij de EU-fondsen – zelf verdienen voor tweederde weer in Europa, waarvan de donateurs van de structuurfondsen meeprofiteren. Niet in de laatste plaats omdat de hele Europese economie een bestedingsimpuls krijgt. Per saldo gaat iedereen erop vooruit.  Dat is  ten minste de bedoeling. Met de kanttekening dat dit een macro economische benadering is, die werkt als een knikkerbaan. Als alle ballen in de daarvoor bestemde gaatjes vallen, is het resultaat optimaal. Maar dat is zelden het geval. De werkelijkheid houdt het midden tussen uitersten die naar elkaar toe bewegen. Het beleid dat dit economisch, ecologisch en sociaal naar elkaar toe bewegen van uiteenlopende regio’s in Europa ondersteunt, wordt het cohesiebeleid genoemd. Het heeft de periferie van Europa welvaart en welzijn gebracht. De verdiensten van het cohesiebeleid zullen uitstralen naar de landen buiten de EU, die economisch, ecologisch en maatschappelijk-cultureel met de EU zijn verknoopt en daardoor met Europa zijn meegegroeid.

Achter en onder het Europese beleid, zoals dat officieel naar buiten wordt uitgedragen, ligt de stille kracht van Europa: een uniek bestuurskundig raamwerk, waarbinnen op subtiele, beheerste wijze gigantische veranderingen plaatsvinden. De Europese Unie heeft 20.000 ambtenaren (minder dan een stad als Amsterdam), een groot budget en een evenredig groot grondgebied. De uitvoering van beleid vindt plaats op afstand, op het niveau van de lidstaat of regio. Dat moet ook wel met zo’n relatief klein ambtenaren apparaat. Daarom stuurt de EU op verantwoording. Hieruit komt het imago voort dat de boekhouder regeert, maar in feite is dat de consequentie van de enorme flexibiliteit en vrijheid die sinds 1986 in het systeem zitten. Toen kreeg het cohesiebeleid zijn huidige vorm in de Europese Akte. Het lange termijn cohesiebeleid dat de structuurfondsen omvat en overstijgt, gaat niet mee met de waan van de dag, maar brengt en houdt Europa op consistente, structurele wijze bij elkaar. En zoals de EU, zo berust ook het cohesiebeleid op een paar simpele principes, namelijk:

  1. toespitsen op de armste- en meest achtergestelde regio’s;
  2. programma’s voor meerdere jaren;
  3. strategische oriëntatie van de investeringen;
  4. betrokkenheid van regionale en lokale partners.

De Europese geldstromen lopen van rijk naar arm door de beddingen van drie structuurfondsen: het ESF (1958), Europees Oriëntatie- en Garantiefonds voor de Landbouw (EOGFL, 1962) en Europees Fonds voor Regionale Ontwikkeling (EFRO, 1975). Van kabbelende beekjes groeiden deze drie geldstromen uit tot snel wassende rivieren. Bedroegen de jaarlijkse betalingen van de drie fondsen in 1988 nog 6,4 miljard ECU[1], ofwel 16% van de totale EU-begroting, in 1993 was dat al opgelopen tot 20,5 miljard ECU: 31% van de EU-begroting. Voor de periode 2000-2006 was voor Structuur- en Cohesiefondsen een budget beschikbaar van in totaal €213 miljard voor de EU-15 en €21,7 miljard voor de tien nieuwe lidstaten. Goed voor een derde van de EU-begrotingen 0,4%van het BBP van de EU.[2]

Om een indruk te geven van de omvang van een structuurfonds: voor de periode 2007-2013 stonden 117 ESF-programma’s op de rol met een totale waarde van ruim 75 miljard EUR.  Die 75 miljard moeten worden omgezet in tastbare resultaten en vooruitgang. Dat is de opdracht die Europa zichzelf stelt.

En het beleid is succesvol. De EU realiseerde sinds 1988 een enorme economische en sociale convergentie. Op nationaal niveau kenden Griekenland, Spanje, Ierland en Portugal – de meest begunstigden van het cohesiebeleid – een aanzienlijke groei. In de periode van 1995 tot 2005 klauterde Spanje bij voorbeeld van 91 % van het gemiddelde bruto binnenlands product per hoofd van de EU-bevolking naar 102 %, en Ierland van 102 % naar 145 %. Gelijkaardige resultaten worden verwacht in de nieuwe lidstaten, waar het cohesiebeleid nog maar pas zijn invloed laat gelden en de hoge groeicijfers ondersteunt.

Op regionaal niveau zorgde de relatief sterke economische groei van de regio’s met een laag BBP per hoofd er, zoals eerder al werd gesuggereerd, voor dat de EU-regio’s naar elkaar toe bewogen (convergentie). In de periode van 1995 tot 2004 daalde het aantal regio’s met een BBP per hoofd van minder dan 75 % van het EU-gemiddelde van 78 naar 70, en zakte het aantal regio’s die beneden 50 % van het EU-gemiddelde scoren van 39 tot 32.

Het cohesiebeleid verbetert de concurrentiepositie van de regionale economieën door ‘Europese’ collectieve goederen te leveren die de markt niet kan leveren, zoals grote transport- en energienetwerken, een krachtig Europees milieubeleid en investeringen in onderwijs, onderzoek en ontwikkeling. Een kwart van de middelen gaat nu naar onderzoek en innovatie en ongeveer 30% naar milieu-infrastructuur en maatregelen ter bestrijding van de klimaatverandering.

Maar de toegevoegde waarde van het cohesiebeleid stijgt ver uit boven de investeringen in groei en banen. Door zijn unieke bestuursmodel op verschillende niveaus zijn lokale en regionale actoren betrokken bij het ontwerp en de uitvoering van het beleid. Met als voordeel: efficiëntie en de inbreng van plaatselijke kennis.

Het cohesiebeleid zorgt ook voor talloze grensoverschrijdende en transnationale programma’s en netwerken, hetgeen mensen uit diverse landen dichter bij elkaar brengt. Het cohesiebeleid steunt op middelen en mensen die ter plekke aanwezig zijn, wat de acceptatie van beleid door burgers aanzienlijk bevordert.

Het cohesiebeleid is dynamisch en onconventioneel. Het bestrijkt lange periodes van vijf of tien jaren en het dijt uit, tot zelfs buiten Europa. Zo ondersteunt de EU  de landen ten Zuiden en Oosten van haar huidige grenzen financieel als ze voldoen aan enkele strikte voorwaarden. In feite wil de EU haar eigen vrijhandelszone verder uitbreiden. De creatie van een uitgestrekte Europese Economische Gemeenschap  (EEG) met geringe welvaartsverschillen, met democratie en mensenrechten, waar een vrij verkeer van goederen, diensten, mensen en kapitaal is, de druk van allerlei milieuvraagstukken wordt verlicht en waar vrede heerst. Dit is niet alleen een politiek en een economisch experiment zonder weerga, maar vooral ook een maatschappelijk culturele revolutie, omdat drie wereldgodsdiensten worden ingekaderd in een tot voor kort ondenkbare Europese ruimte die zich uitstrekt tot ver buiten de geografische grenzen van Europa als Werelddeel. De Europese Droom gaat zelfs zo ver, dat de Europese Allemaal Winnen[3] Gedachte ooit de hele Wereld zal binden in vrijheid, vrede en geluk. Een Paradijs op Aarde. Toppunt van duurzaamheid.

Debt All Over Again

Doing some research for an article about ‘Ten years of crisis’ for a Dutch weekly in July 1983, I interviewed Pieter Korteweg at the Dutch Ministry of Finance. ‘We are in debt all over,’ top cleric Korteweg said. ‘We have put it in a table. Take 1976 as a starting point, from that year on up to July 1983 debt of households rose from 69 to 148 billion guilders (€1 = NLG 2,20371), public debt went from 55 to 145 billion guilders, while companies built up a debt of 155 billion (up from 78 billion in 1976).’ All because of the luxury that’s been possible by lending money from the bank or on the capital market. ‘In the end however there always has to be someone who wants to lend you the money for a certain prize,’ Korteweg went on. The higher the debt figures, the more interest one has to pay. `Korteweg remarks that because of rising debt the Dutch government had to pay 3 billion guilders interest extra each year.

Almost thirty years later a same kind of situation occurs. It’s debt all over again and once again all professionals are negative about the future. There’s a lot of fuss about Greece that can pay interest on its outstanding debt anymore. There have been two bailout packages of 150 billion dollar each to save Greece from bankruptcy. On global scale, however it is a fuss about nothing; the numbers are so big that they have lost their meaning. Check it yourself. Does this mean anything to you: the level of aggregate net government debt in the world rose from $21,900bn in 2007 to an expected $34,400bn in 2011. IMF forecasts indicate the level will reach $48,100bn in 2016. The ratio of world net debt to world GDP rose from 42 percent in 2007 to 57 percent in 2011, and is expected to hit 58 percent in 2016.

In other words, all the governments in the world have built up a net debt of $34.400.000.000.000 up to now, 57% more than in 2007. We don’t even talk about private debt yet. We all are debtors.  I can live with that. It’s easy to find solutions, but then someone or something has to give. Some options:

  1. The EU introduces the Eurobond, to catch billions of euro’s on the capital market in order to finance all deficits in the Union. Speculation against the euro doesn’t make sense. It is simply too big.
  2. The Central Bank buys all bonds of Greece and other heavy debtors such as Italy. By doing that more euro’s come in circulation. In a fast growing economy that can stir inflation.
  3. The European Union has her own budget, but in addition to that may earn taxes as well. By investing in the production of sustainable energy and by lowering taxes the economy is stimulated. With the budget instrument and taxes one can fine tune policies.
  4. To define away the whole problem. Ignoring the foreign component, or looking at the world as a whole, the overall level of debt makes no difference to aggregate net worth — one person’s liability is another person’s asset.

It is no good to dump one of the Euro-sisters. Now it’s Greece. Tomorrow it may be us, the Netherlands. On a global scale 300 billion dollars for a bailout is peanuts. Europe can handle it. The USA has run a deficit on the current account for decennia. The USA could do that because they were privileged. Oil is worldwide paid for in dollars. For that reason there is a lot of demand for dollars. The deficit on the capital account is compensated by a surplus on the capital account (the need for dollars just mentioned.

The dollar, however is being replaced, little by little, by the euro. Then a deficit more or less in Europe doesn’t matter anymore. Deficits will be compensated by surpluses.

Robin Hood Tax for the Common Good

Financial Transaction Tax is using the banker’s pocket money for great improvements. The European Union can install it, for the common good, if member states comply. All we need is national governments that look beyond small town politics.

Every seven years a human body is claimed to reinstall. Cells renew… So does the EU in financial terms. Right now member states discuss the budget for the period 2014 – 2020, in order to come up with an agreement on how to spend it.

But spending in a time of conceived crisis seems to be inappropriate. Nobody wants to pay for the Greeks – they enjoy pension from 55 year. Let alone for the Italian – Berlusconi’s parties are famous. But is that what we have to look at?

The EU is founded for one reason and one only: peace. Robert Schuman and Jean Monet thought of a way to achieve this, through economic liaisons. People who trade with each other are interdependent, they don’t fight.

Today some fifty years later we stand at the dawn of yet another crisis, right at the moment the EU budget needs to be agreed on. For the coming decade. The European Committee (EC) proposes – among other things – to raise taxes by itself. Many a country, such as the Netherlands, is deadly against such a tax, afraid to loose sovereignty. And populists use the financial crisis to play peoples’ feelings, counting Euro’s as if they are accountants, forgetting the larger picture and values for convenience’ sake.

Among the taxes the EC proposes there is the Financial Transaction Tax (FTT). It is a small fee on transactions done by banks and other money machines when they trade, for example, bonds.

The same banks that were saved from bankruptcy by the taxpayer, have to give something back to society while playing with money, the Robin Hood Tax Community exclaims.

According to Robin Hood calculators 0.05% Transition Tax can lead up to €200 billion revenues each year. Enough money to save Greece, or to support the poorest, to prevent the Dutch from cutting on budgets for handicapped, in other words, the financial sector’s pocket money can save the world.

Mr Sarkozy and Mrs Merkel are in favour of the EU to raise Financial Transition Taxes. The Netherlands is one of the countries against. At least, when it is a EU measure. Financial transactions need to be taxed worldwide before the Dutch join in, afraid of the economic consequences.

This type of argument symbolises the negotiations on the whole EU budget; fear of losing, afraid somebody else gets a little bit more. As if we are children fighting over a piece of candy. What such national politicians forget is that we have much more to lose than money. The EU is, as stated, about peace. One can’t have peace when some are hungry while others spend the crab out of themselves. Large disparity of income causes discontent and raises revolutions. Banks should be aware of this as well, for their own good.

Let us not forget one thing: the EU is a democratic institute. The European parliament is chosen by Europeans and the Council consists of chosen country leaders. There are checks and balances, civilians can influence decisions and regions get support for (sustainable) development. In many a way the EU is more democratic and transparent than most member states. Europe paves the way for energy transition and social cohesion.

Yes, there is a lot of bureaucracy and, it is not perfect. But instead of rejecting the EU we should embrace it and strive for improvement. The European Union is today’s only government that works on the common good, oblivious for populists and other short-term politicians.

Immigrants are not the problem, they never were

Fear is a bad advisor. Populists feed it in order to obtain power. We are better off with the European concept. The EU protects freedom and democracy. Member states are in peace since 1945.

Like many democracies today, the Netherlands suffer from a populist rightwing political party that has one issue and one issue only: no more immigrants.

This Dutch party, ironically calling itself Party of Freedom (PVV), has no democratic structure in itself and is basically the one man show of Geert Wilders. He is surrounded by so-called blue collar – ordinary – pop up politicians to fill seats in Parliament, many of them convicted for fraud or violence. In the meantime Wilders, who himself is court marshalled for hate speech, tries to look and sound like a reasonable politician who sincerely worries about the influence of Islam in the European nations.

When he gave a speech in Rome on March 25, Wilders started with a handmade history lesson: the Roman Empire fell because of immigrants; Germanic Barbarians flooded the empire and rampaged the country. ‘The fall of Rome was a traumatic experience,’ Wilders claims. Well, merely living in these ages must have been a traumatic experience.

The Romans weren’t known for their peace-loving nature; they violently conquered quite some land (veni, vidi, vici) trying to expand their wealth. At some point Roman society became decadent and thus weak. Economic conditions deteriorated as well, due to the very expensive army the Romans had to sustain. Moreover currency devaluated when newly found mines ended the scarcity of silver. The Visigoths who entered the empire and presumably sacked it, weren’t famous for their humanity either. The world 1600 years ago was very different from the place we live in now. There was no democracy, nobody ever heard about human rights and the strongest prevailed. Wilders’ ordinary people were mainly slaves… and having a blue collar was an unknown luxury.

Luckily society has moved forward, not in the least because of the foundation of the European Union. The member states have been living in peace with each other since April 18, 1951, when the European Community for Coal and Steel – EU forerunner – came to being.

We have to thank Robert Schuman and Jean Monet for their long-term vision on how to bring and maintain peace on the continent. The basic thought behind the community was to make ‘war materially impossible’. When people trade and are mutual dependent for their livelihood, it is unlikely for them to grab arms and fight. The ECSC started with six nations and invited others to join. The treaty gradually grew into what we know now as the European Union. The community has been and still is an enormous success; it has brought peace and prosperity.

Therefore, instead of garbageing the EU like so many right wing politicians call for, we need to expand it, ask other countries to join, like Turkey and Morocco. People who are afraid of this should try to imagine how afraid of each other the French and the Germans were, after fighting two major wars in barely three decades. Fear is a bad advisor. Pouring Angst into a society is one of the most common strategies every starting dictator follows. Angst combined with a scapegoat whose fault it is when for example the economy collapses. This scapegoat can be the boogieman, Hitler picked on the Jewish community and nowadays babydictators and populists point at Islam.

These power hungry populists conveniently mix immigration and Islam into a shambolic ideology that surfs the waves of insecurity civilians tend to feel in a changing world. They abuse history, quote statesmen and philosophers or writers without mentioning the context of these words, they plant fear inside peoples’ hearts and demand for security measurements while declaiming the best security on earth: the European Union. The EU protects its’ people, not only from each other, but from dictatorship as well. We in Europe are free.

This is exactly why we have to keep Islam out, some extremists will add, the sound of warnings about an aggressive ideology ringing in their ears. Here is a parallel to the days when senator McCarthy pursued communists. Then the red danger was the great evil and threatening force, now the shekel is assigned as the symbol that is going to destroy our values, prosperity and culture.

Similar to the events in the Eastern bloc some twenty years ago, dictators and monarchs all over the Middle East are called to the stand by their own people these days. Muslims demonstrate for freedom and democracy. They are not so very different from the rest of the world. And neither is the religion.

Islam has the same roots as Christianity and Judaism. All three religions go back to Abraham. The Koran, some claim, is based on hallucinations, but isn’t the Bible as well? Stories featuring Adam and Eve, an apple and a snake …

Others state that Western society is superior to Islam communities. Today Westerners still use the Arabic ciphers (sifr) and teach Algebra in schools. Modern navigation tools and astronomy find their roots in the Middle East. Women rights? Well, the Koran teaches that men and women are equal, although this is not the case in many parts of the world. Women all over suffer from male domination. People all over the world suffer slavery and abuse, just think about the grand scale child abuse in the Catholic Church that recently came out. Abuse and discrimination happen in every society.

There is not such a thing as a superior civilisation, culture or religion. The good and the bad, the inferior and the sublime travel hand in hand wherever people live. If we want to conquer evil, we have to create a system that roots it out, with checks and balances to prevent the powerful from becoming sole rulers. We have to make wars ‘materially impossible’, like Schuman taught us and like Europe is doing for sixty years already.

People in Northern Africa demonstrate for freedom, dignity and democracy. Ecological crises, like the disaster that hit Japan, merciless point out that we all live on the same planet. The house of humans is crumbling and shaking. We have to take care of it together. When the cellar breaks down, the house collapses. If the attic is a mess with vermin crawling around, the whole mansion will become an unhygienic place. Each and every room, wall, window, hallway and door is equally important for the inhabitants. We also have to reckon with each other while living together. We can decorate the spaces differently, change colours with rooms, but together we have to maintain the building and its’ community.

Immigrants are not the problem, they never were. Most societies thrive on immigrants and diversity. Until humanity is doing good earthkeeping there will be immigrants. This will go on until basic needs are satisfied within the countries of origin as well as in the countries of destination. We can accomplish this by mutual economic dependence, which is already there, but not as such acknowledged yet. Once we start to act according to this shared fate, war will be materially impossible worldwide, borders will be marks of ancient times freely crossed over by who wants to – like in the EU now – This will save a lot of money and energy, as well as lives, because there is no need anymore to sustain an army.

Is this Utopia? No, this is Europe today and it can be the world tomorrow.
